Founded by George Garay, GAGE Environmental Consulting helps property owners, developers, contractors and municipalities navigate New Jersey’s complex environmental permitting and regulatory requirements with precision and efficiency.
George brings over a 15 years of experience across state, local, and federal environmental programs. Before establishing GAGE, he served as Senior Advisor for Environmental Review and Permitting in the CHIPS for America Program Office, where he oversaw compliance with NEPA, Clean Air Act, Clean Water Act, and Endangered Species Act requirements for nationally significant domestic semiconductor manufacturing projects. This federal background gives GAGE clients unmatched insight into regulatory processes, environmental risk management, and compliance strategies.
Locally, George built his expertise through key roles at PSEG, supporting offshore wind development and nuclear environmental programs at Salem and Hope Creek Nuclear Plants. His deep knowledge of NJDEP permitting, coastal zone management (CAFRA), wetlands and flood hazard regulations, stormwater management, and Soil Erosion & Sediment Control (SESC) plans provides clients with practical, on-the-ground solutions tailored to New Jersey’s unique regulatory environment.
At GAGE, we specialize in:
Permit Readiness Assessments – identifying triggers and timelines before costly delays arise.
NJDEP General Permits & Approvals – wetlands, flood hazard, stormwater, CAFRA, and Pinelands.
CAFRA (Coastal Area Facility Review Act) Permits – ensuring compliance for coastal and waterfront development.
Phase I Environmental Site Assessments (ESA) – due diligence for property transactions and development.
Endangered Species Reviews – including Section 7 consultations and Section 10 permits.
Pinelands Commission Permitting – specialized guidance for development in regulated zones.
Soil Erosion & Sediment Control Plans (SESC) – coordination with local Soil Conservation Districts.
What sets George and GAGE apart is the ability to connect local expertise with federal credibility. Clients gain the advantage of working with someone who understands the local permitting offices, municipal nuances, and NJDEP processes — while also bringing the strategic, big-picture perspective of someone trusted by the U.S. Department of Commerce on billion-dollar national infrastructure projects.
Whether your project involves land clearing, new construction, redevelopment, or infrastructure upgrades, GAGE ensures that you have the right permits, approvals, and environmental compliance strategies in place from the very start.
